Author's Response: Hooray for Bree, she didn't lose control and she may have made another friend.
Edward's concern about Bree's attachment to Fred is because he's privvy to Rosalie's thoughts. He knows she wants Bree to live with her and Emmett, she doesn't want Fred as well. They may not be the best of friends, but he's still worried about his sister.
